AT&T Launches FirstNet Fusion Nationwide for Public Safety Communications

AT&T has formally launched FirstNet Fusion, making its new mission-critical communications service generally available to public safety agencies across the United States.

The platform is designed to connect first responders using smartphones, cellular networks and traditional land mobile radio systems within a shared push-to-talk environment. According to AT&T, more than 70 agencies have already started using FirstNet Fusion since its controlled introduction in October 2025.

FirstNet Fusion Goes Nationwide

FirstNet Fusion provides mission-critical push-to-talk capabilities for police departments, fire services, emergency medical teams and other authorized public safety organizations.

The service is intended to reduce communication barriers between agencies that use different radio systems, mobile devices or wireless carriers. AT&T says the platform was developed with feedback from hundreds of first responders representing federal, state and local organizations.

Rather than operating as a basic commercial push-to-talk application, Fusion uses mission-critical standards developed by the 3rd Generation Partnership Project, or 3GPP. These standards support priority calling, emergency communications, secure group conversations and rapid call setup during critical incidents.

Streamwide Powers FirstNet MCX

The FirstNet Fusion platform is powered by mission-critical communications technology from Streamwide.

AT&T selected the French software company in 2025 to provide its next-generation MCX platform, including mission-critical push-to-talk, mission-critical data and mission-critical video services.

Streamwide’s technology was also used by French authorities to support law enforcement and public safety operations connected to the 2024 Summer Olympics in Paris. That deployment served as an important large-scale test before the technology was introduced more widely for public safety communications.

For AT&T, the partnership provides a standards-based foundation for replacing its previous FirstNet PTT platform.

FirstNet PTT Replaced

FirstNet Fusion replaces FirstNet PTT, a Samsung-powered service that was discontinued at the end of 2025.

Although existing users generally reported reliable performance, FirstNet PTT struggled to gain broad market adoption. Its limitations included restricted device support and limited interoperability with users outside the FirstNet PTT ecosystem.

Fusion is intended to address those weaknesses. AT&T says the new service is supported across cellular devices, allowing agencies to use a wider selection of smartphones and tablets without being tied to a narrow list of specialized hardware.

This broader device compatibility could make the platform more practical for agencies that need to equip supervisors, investigators, emergency managers and other personnel who may not carry a traditional portable radio.

One of the most important components of the service is Fusion Link, which connects broadband users with existing land mobile radio networks.

Fusion Link uses a 3GPP-standard Interworking Function supplied by Etherstack. It acts as a bridge between FirstNet Fusion and conventional radio systems used by police, fire and emergency medical agencies.

This capability is especially relevant during large emergencies involving several departments. Responders frequently arrive with different radio technologies, talk groups and network configurations, making direct communication difficult without additional interoperability equipment.

Fusion Link is designed to create a common communications layer without requiring agencies to immediately replace their existing radio infrastructure.

Motorola Rapid Response Remains

AT&T will continue offering Motorola Solutions Rapid Response as a separate mission-critical push-to-talk option for FirstNet subscribers.

Rapid Response is based on technology Motorola acquired through its purchase of Kodiak Networks in 2017. Agencies already invested in Motorola equipment and software will therefore be able to continue using that ecosystem on the FirstNet network.

AT&T has positioned the availability of both services as a matter of customer choice. Some agencies may prefer to remain with Motorola, while others may choose Fusion for its device flexibility and interoperability features.

However, maintaining multiple mission-critical platforms also creates new questions about how easily users on separate services will communicate during joint operations.

Carrier Interoperability Is the Key Test

The most ambitious goal of FirstNet Fusion is to support communications beyond AT&T’s own subscriber base.

Public safety push-to-talk services from AT&T, Verizon and T-Mobile have historically lacked full interoperability, even when they used similar underlying technologies. Moving toward standardized MCX services has not automatically solved this problem.

AT&T has said that Fusion is being developed to allow authorized users on other U.S. wireless networks to participate in the same communications environment.

If successfully implemented, this could be more significant than the launch of the push-to-talk application itself. It would allow agencies to communicate across carrier boundaries without requiring every responder to use the same mobile network.

FirstNet Fusion Market Impact

FirstNet Fusion should not be viewed simply as another mobile push-to-talk application. Its real value will depend on whether it can function as a reliable bridge between cellular devices, established radio networks and competing wireless carriers.

Traditional land mobile radio systems will remain essential for public safety. They provide familiar controls, dedicated infrastructure and direct communication capabilities that broadband applications cannot fully replace in every operational environment.

Fusion is therefore more likely to complement radio networks than replace them. It can extend communications to personnel without portable radios, connect command staff through smartphones and establish temporary cross-agency talk groups during major incidents.

The move to 3GPP standards, broader device compatibility and LMR integration gives FirstNet Fusion a stronger foundation than the discontinued FirstNet PTT service.

Still, technical standards do not guarantee practical interoperability. Agencies will evaluate the platform based on call reliability, audio quality, cybersecurity, dispatch integration, deployment costs and performance during major emergencies when commercial networks are under extreme pressure.

The initial adoption by more than 70 agencies is a promising start. The decisive test will be whether AT&T can expand Fusion beyond controlled deployments and deliver seamless communication across different radio systems and wireless carriers.

If that happens, FirstNet Fusion could become an important step toward reducing one of the most persistent weaknesses in U.S. emergency communications.
